If I were in your shoes OP, several years ago, I would have done a PharmD for an ultimate career goal in pharma. Much easier to get MSL positions and also roles in Market Access.
PhD in my opinion these days is just not worth the time if academia is not a long term goal.
However, in the current market, there are so many consultants with a PhD, competing pretty much for the same roles in pharma as any non-PhDs would be doing so. Everything else being equal, PhDs definitely have an upper edge compared to MS degree holders.
MPH with experience in health economics is a solid career track option. Just getting a degree is not going to land you a job.

I’m in big pharma and doesn’t look like their care what’s your degree is (yes I have MSc from one of the top unis). It’s more about personality and luck IMO
