Do you not get credit for non-billable work? Our partners put a high emphasis on this work because it provides immense benefits to the firm's clients, the firm's function and our education with evolving issues. It truly the best why to stay current. It's not seen at all like an optional contribution in a way sitting on a committee might be.
That definitely sucks... but our salary isn't just fie the hours we bill. They're paying us to do the entire job, so I'd still make a bit of an effort and then you can always use your high hours as an excuse for not doing more.

Best advice, if I don't say so myself: Just get really aggressive about recording what you actually do.
Time with a friend or colleague in any relevant industry, dinner, drinks, weekends: networking/mentoring
Thinking about your industry or blogs or whatnot: bill to something about BD or independent learning
Going to any internal meeting that's not otherwise billable: there's gotta be a category for that
Reading your work email or tracking deadlines if you can't bill it: find some nonbillable code
Make sure your face is visible at any events this partner will see. Say hi, sit nearby.
I bet that will get you a lot of the ways.
Maybe see if you can stomach choosing one extra thing to do, but not if it would really make you hate your life.

So many juniors are under the misimpression that they are paid to hit their billable target and that’s it…. You are a salaried employee. Your job is what your employer tells you your job is. If they say to do non-billable work, then you have to do it.
It depends on what OPs goals are. If they do not want to make partner or stay long term then I agree they are doing what is expected.
What kind of non-billable work? The partner just wants you to do non-billable work in general or there’s a project that they want you to do?
Do you accurately bill your time when you do non-billable projects or work, including administrative work? The partner may be asking because your non-billable hours are grossly out of wack with someone billing as many billable hours as you do.
Easy non-billables: conducting interviews, presentations at law schools (especially if your law school has employers visit), formal mentor programs for summers/first years
