If I need to come out then openings on Automation with ruby in the market is pretty much less I think..

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? From a vault ranking perspective, is it safe to assume V100 is all sweatshop big law? Reason I ask is because I want to lateral but not to a gunning big law firm — want to stay in big law but not at the ones at the top of the food chain like I am now.
