I wouldn't unless I had an "effective date" next to it (somewhere on the resume).

You can't put your title on your resume but I wouldn't shy away from sharing your promotion details with a recruiter once you get official confirmation (I.e. an email stating your title and raise)
^ you absolutely can put your title on a resume. I wouldn't put staff II or senior III or anything, but you can definitely say Senior or Manager

You can not put your new title until October. If you were to leave EY prior to Oct. your record of employment would record the old level and not the old one. You can mention to recruiters about your promotion
