Had a similar situation and was laid off a month later. It felt like they were putting a few ways to do it on the table so they had legal coverage
Tends to be a thing when company’s didn’t meet their revenue targets for the year before and don’t have a large pot of money for promotions/raises/bonuses. Managers are told to cap reviews at a certain level instead of their accurate rating. In my experience managers have always been pretty up front about this though
i’d respond much better to hearing hey we don’t have the money than telling me i’m performing inconsistently and not having the situations to back that statement up. unfortunately i’m hearing similar stories from other coworkers.
Similar thing happened to me except I never even got a negative piece of feedback until the actual laying off. Consider it a blessing you have time to look for something new now.

For what it's worth, I had my best career review ever and was laid off three weeks later. So you really never know.
Same thing happened to me. Felt like a rockstar, big projects left and right and just won pitches then go laid off lol

I had a manager once who firmly believed that he had put together an exemplary team, and he gave us all glowing reviews. Upper management told him that no team could possibly be that uniformly good, so he had to say something negative about somebody at some point. So for a few review cycles, he had to select one person to say something negative about. He was really open about it with all of us, and nobody was happy about it, at least of all him.
