Typically the h1b transfer is initiated after you sign the offer. Once you sign the offer there is no room for negotiation. Any discussion on comp needs to happen before anything is signed and way before the h1b transfer starts

I have done this twice and there is no opportunity to renegotiate the moment you even verbally agree to a number. There is typically no scope for renegotiation.

I doubt you can renegotiate AFTER you accept. Your total years of experience don’t matter if they aren’t all relevant to the role you are getting. If you don’t like the offer, negotiate upfront but be ready to walk if they say no. I think it’s a strong offer for a Senior Consultant equivalent.
If we renegotiate will they rescind the offer ?
They will say no but your offer still remains. This will be your worst case scenario.
There is no possible scenario where they renegotiate after you accept
Look, you can try anything in the world before you sign the offer. Once you sign, it's done.
That is pretty low for Specialist Senior.
what we should expect?
People I work with have always said to ask for anything before you join. Once you are in, you literally cannot get anything because they won’t pay you more for the same.
Think about it carefully, it will be at least 2 years (plus the queue) for them to file for GC.
Thinking further ahead, you should negotiate the GC process. Right now you have to be here for 3 years before they will initiate the GC process.
