Yes. All.
US citizens are not dumb. H1B was popular bc indians were able to deliver the same results with US (citizens) as a manager that they could have achieved with US citizens (with higher cost). The US didn't build their economy through H1B. They already had a successful economy prior to the IT boom and the rest of the world joined that train.
Let’s be real, US economy has always been built by outsiders. Germans, Chinese, British, Japanese, Indians. True Americans are native Americans, the country is the land of immigrants.
