Not to defend terrible interviewers but…you prepare for your ONE interview with them, but they are looking at 50-100 candidates. It’s not the same
It also depends on the type of company, some of them have very strict questions to ensure that all candidates have the same experience. I once worked a city job, and even though they addressed something in their answer to one question, I still had to ask them the next question. Obviously some interviewers are bad at their job and are completely unprepared or unprofessional, but I don't think question content is necessarily an indicator.
I've had to do interviews wherey boss added me just so that everyone on the team could meet the candidate. This generally interrupted my work. I'd show up just to meet the person, not prepared with anything but my knowledge from working there. So I just had a conversation. Sometimes other team members were there and would try to throw impossible questions to see how they react.
If you're interviewing with the hiring manager or the team, sometimes they're just making it up as they go along. It just doesn't look that way to the candidate.

There have been more times that I can count where I got brought into an interview so last minute that I never even got the resume until the interview started.
They know what the role is and what it actually does.
They know you are nervous and probably have stuff memorized.
They likely want to see how you would answer for team fit. - Most roles aren't that unique, they can be learned/taught. They want to see are you going to be rude, take ownership of a situation, keep learning, do more than just the basics, not fight with coworkers, We all get nervous and go blank when asked - they want to see how we respond when that happens.
