No it should be based strictly on performance and utilization. Those on visas often have the best technical skills. It's why they are hired in the first place. And frankly, right now the only thing that's really selling is technology consulting.
I am biased because I am an ex-visa holder. I would keep the best performers, and the people who stand out in terms of technical and sales skills. We are in a global business, not the Republican Party, thank God.
Remember, those "on visa" already beat "native" people at first place to even get the job. I say if you are worse than a foreigner who does not have any of the "American" privileges, you should feel ashamed and quit yourself. We are in a global industry with multi national clients and yet its amazing how people brag about travel, airlines, and hotels, and are completely close-minded at the same time

I've worked two years on a project and the manager (Indian and also visa) blatantly protects and promotes his fellow Patel. I fully expect he would throw me under the tracks.

I'm native born American, family came over in the early 1800s. If anything we need to open up the visa and green card process. Let the best and brightest come and contribute to the economy

Although I do not agree with OPs premise, I will say this. Indians can be super cliquish, and I have seen this at my firm, and a lot of time they talk in Hindi in front of other people who don't speak the language. I know basic Hindi so it doesn't offend me but it excludes others and is rude.

For no reason, my Indian senior manager opened my car door for me today. He also openly promotes and protects his kin within the company. He's an intelligent, genuine guy and demonstrates great leadership. No, I don't think he, nor "those on visa" should be sent back first.
