Does anyone have the AWS Cloud Practitioner certificate and does it hold any value? I’m non-tech looking to get some certificates under my belt to be more marketable in my job search

Recently accepted a temp role as an HR admin for a former employer. Previously interned there & left because my supervisor did not have any growth opportunities planned out for me; this was in spite of my stellar performance, as reflected in my 90 day review. She has since left the company, but there’s crazy turnover in the company & in the HR department in particular. Just that an HR coordinator resigned. Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Little context: I was an ED student, full time paralegal/clerk throughout my law school experience, and a single mother. I did not take advantage of the law school extracurriculars and missed out on clerk application deadlines my final year (2020). Would it benefit me to take a pay cut as a transactional clerk by about $20k to work as a clerk for a year then re-enter firm life? I’m transactional and enjoy that line of work.
