Most positions in retail have blocked dates throughout the year.
The usual suspects like: Black Friday,Boxing Day, Christmas Eve are dates that can't be taken off by staff. Once a offer is tendered to a person it's their obligation to ask HR what the policy is around time off and how many vacation days they get a year.
I think black out dates are only good in some circumstances. There should still be flexibility when there's variables that can't be controlled.
Some years ago I was Night Audit at a property. My wife's niece scheduled her wedding during a black out date. Of course my request was denied. I've been in her life since she was 3 and she really wanted me there. The compromise was that I could come an hour later. Good thing the venue was local.
Most recently my son, who also works in hospitality, was unable to attend my daughter's college commencement because it was a black out date. I think there could have been some effort to accommodate him being at his little sister's graduation.
If it's an emergency or an event that can't be changed by the employee, there should definitely be some leeway.
We have blackout dates and it seems like they're just unavoidable. There are days, like heading into the holidays, when it's just all hands on deck. I've heard of companies trying to be more accommodating for employees, but implementing a policy like that is probably too involved for most places to deal with it.

I’ve worked for a company that allowed managers to take one major holiday off per year. I thought that was very generous! Some companies don’t allow it at all. I’ve worked for companies that are also closed some major holidays, which is nice for all employees to get the day off
