My attitude toward HR is that I don't want anything to do with them and I always prefer if they want nothing to do with me. I realize they've got their job to do, but I would rather it not concern me. So far as holding them accountable, I expect nothing from them, so I couldn't hold them accountable for anything. Perhaps they should care about upskilling employees, but I've always thought of that as my own responsibility.
Exactly. HR has too much to do and so does management to concern themselves with who wants to move up and improve with the company and who does not unless management or HR have to step in due to someone not performing as they should or any other disciplinary issues.
I am in charge of my own career and if I need help in finding training for my upskilling then I will reach out and ask HR.
I have only had a manager come to me once to ask if I wanted from taking just general calls for LTC insurance to taking claims calls for LTC insurance.

Never worked in a company where that was HR's job. Upskilling people was the management job to figure who was going where for training and classes etc. HR only scheduled it and set up the hotels etc. HR in every company I have worked for was more about payroll and benefits and when someone caused an issue like sexual harassment and they say in on hiring and firing but even that was handled by management.
Honestly, I think the blame should be split between the employee, management, and HR although more so on the employees for not searching for growth material and not asking management or HR for assistance to grow and improve as it is their career but yet there are ways for management and HR to see when a person is struggling.
Employees in all departments and industries should be taking their job seriously and the career it is not just as a hobby. More people need to think like Business Owners not Employees.
I have never waited for management or HR for upskilling as I went out and found the knowledge to acquire myself.
