Every review cycle I’m told I’m “ready for more responsibility,” but nothing changes. How do you push for an actual title or pay bump without sounding like an awful employee?

My partner and I are in the process of buying a PHEV that qualifies for the full non-refundable federal tax credit. We have motion sensor lights in my office and the sensor is far from my desk. Consequently, if I'm on a long WebEx, the lights go out and it's embarrassing. The building won't change the sensor. I am a new (lateral) associate at a small firm where everyone currently works from the office. When I started, I wasn’t told specific firm hours. I’ve tried to figure out when to come and go based upon when the partners arrive and leave, but their schedules are very inconsistent. The other associates don’t have helpful guidance for me. I'm a third year plaintiff's employment law attorney and I'm looking to move to defense, preferably still in employment law. I received an offer from a midsize firm that primarily focuses on PI with little-to-no employment law practice, so I'll have a bit of a learning curve. Offer is $90k, billable hours of 2100. Is this reasonable? I'm dead-set on leaving my current job, and this would be a $20k pay increase - which makes me believe I'm leaning towards taking it for those reasons only.
