I’ve put myself up for L4 promo this cycle. Assuming I get it, what would be the best next steps to optimize for long-term growth/TC?
My understanding is that L5->L6 is extremely painful at Google. It may be easier to leave for a handful of years and gain managerial experience before returning.
L4->L5 is less challenging; however, I’m under the impression I can do this quicker at another company (if I leave after being freshly promo’d) AND get higher TC.

Have you tried applying for the positions that seem like a good fit other than the stated experience requirement? I'm not at all an expert on this, but I would find it surprising if that 10+ years of experience is a real requirement at most places...

Sounds like your experience is in litigation. Are you trying to apply for transactional or lit positions?
If you're being overlooked I'd work on creating two versions of your resume, one that focuses on your transactional experience to use for those positions, and one for lit. While broad experience is useful in practice, it's better to pitch yourself as one or the other to start.
