It's a South American thing. The bags are not considered "locked" for security purposes, but it's nearly impossible to break in and steal anything. You see this a lot in Miami. Only airport in the US where I have seen that you can get it done. Everywhere in Latam, though.

So next time I smuggle drugs I should wrap my luggage in a compromised saran wrap fashion?
Smart to do when traveling through certain countries to make sure drugs aren't slipped into your bag. If you get popped you can show the wrap was compromised.
You see it in parts of Asia and Eastern Europe too. Anywhere luggage tends to get broken into.
I always thought it was to protect the suitcase. Security makes more sense though.
They have those saran wrap machines at airports in the states too. I see Asians use it as well
