I’ve put myself up for L4 promo this cycle. Assuming I get it, what would be the best next steps to optimize for long-term growth/TC?
My understanding is that L5->L6 is extremely painful at Google. It may be easier to leave for a handful of years and gain managerial experience before returning.
L4->L5 is less challenging; however, I’m under the impression I can do this quicker at another company (if I leave after being freshly promo’d) AND get higher TC.

About to head to the HC for a role in ProdOps and Strategy in Mountain View. 4 YoE at MBB, no competing offers. Recruiter gave me a form that asks expected comp.
Levels.fyi has only PM salaries. I haven’t been told the level but expect it to be L4.
What total comp would you expect for this role? Any advice would be super helpful, as I’m a bit lost.

Sounds like you didn't do badly enough to reject, but not good enough for them to be comfortable picking you. You're probably second choice at best and they're hoping to find someone better over the next month. You still have a chance because you didnt get rejected outright, but don't stop looking elsewhere.
Advice: ask if your interview performance makes you a good fit for other roles. Maybe another similar opportunity would like to interview you either soon or after this one concludes.
Of course. Optimize your chances. Just say “I’d love to keep my hat in the ring for other opportunities I’m a fit for, in the chance this one doesn’t work out”
Were you asked if there are any timing constraints ?
No. In fact, the team initially wanted to wrap up the process quickly. I have other interviews in the pipeline but not close to the finish line yet.
There is probably some mixed reviews about your performance or your qualifications
