We have two metrics. Standard utilization leaves those hours in the denominator and of course used pto hours aren't included in the numerator. Adjusted utilization subtracts those from the denominator along with a few other things (I think training also comes out). Adjusted utilization used for setting bonus eligiblity, but all other reporting tracks standard utilization.
I think the best metric to look at would be, as someone said above, how many weeks do you have to be utilized in order to make target. In that regard Deloitte Consulting is probably the highest of any firm( at least for analysts) our denominator is always 2080 and our target utilization (in tech) is 95%. That means you HAVE to bill 0.95*2080 = 1976. Since the standard work week is 45 hours, that means you have to be utilized for 1976/45 = 44 weeks.
While that sounds amazing (8 weeks off!) you have to discount the 10 days that are mandatory holidays. Now that makes 6 weeks. So all in all I have to be on a project for about 46 weeks out of 52 which is definitely higher than any other firm since you could just take holiday. EY for example reduces the PTO from the denominator and their utilization goals is less than 95%. This is one of the main things that I think D needs to correct for. But sadly even if they come up with a new system, it’ll essentially mean the same thing of being billable 46 out of 52 weeks.
No, PTO is not counted toward utilization. It’s factored into the amount you need to bill though (subtracted from the denominator).
Federal holidays also count against our utilization too. Deloitte gave a nice Christmas break last year for the week but it counted against utilization too. It's my understanding they were moving over to a different system for time or something

Deloitte doesn’t care what PTO you take, as they calculate utilization with the following formula: client service hours / 2080.
In reality this leaves you with very little PTO options if you’ve had some bench time. Utilization targets vary by level and are 80-95%

Which utilization? At EY we measure both full utilization (no adjustment for PTO, sick time, holidays, etc) and Effective utilization which adjusts the denominator for PTO, holidays, sick days, etc

@M2 What if you are only allowed to bill 32-40 hours on your project instead of 45? Doesn't work for everyone... one of the reasons I left EY. They trapped you in long term engagements where you had to choose to use your PTO to get utilization while on full time projects.

D4 ... that is untrue. Nothing counts “against” your utilization. Your utilization is the sum of client service hours and internal approved investment hours divided by 2080. Full stop. Read the policy
Vacation no holiday kinda. Vacation comes from the numerator. Holidays from the denominator.
