Granted your feedback is weird.
I would have appreciated something, anything quite honestly. Also seemed really odd that my first interview was for nothing.

We look for a perfect fit - anything else and we pass.
Common. Reasons for people not passing are
- not technical enough
- couldn't answer questions
- problem structuring wasn't very good
- couldn't explain why they chose their solution over others
- right but for the wrong reasons
During the interview we keep it casual because we don't want to get you nervous. We also stay casual because we don't want to work together to get to the correct answer....we don't want to tell you that your answers are wrong - cause that would be un-googley.
Answering the question is not good enough ..it's how thorough you are - and how you prove to us that you for to the correct answer in a repeatable manner.

We went towards a script in order to be more objective and consistent about who we hire. We are trying to avoid unconscious bias.
As for the questions not being fair for people with different backgrounds - the questions come from people actually working in the field. They are made to measure whether you will be able to deal with typical scenarios.
As for getting past the interview process my three pieces of advice are
1. The communications advice given to MBAs is spot on. Tl/Dr - explain your though process and explain why you are making evey decision. Also make assumptions and move forward
2. Use the scientific method for how you build and explain your situation.
3. Be ready to explain 3-4 levels deep for every decision or assumption that you make.
Bonus....explain how you are structuring your answer before you give it to us. That way it's easier for us to parse your answer

Does Google recruiter setup a call to give feedback even when it’s a negative/not moving forward feedback? What about when it’s positive feedback and move to next rounds?

I have heard that they try to give both good and bad feedback over the phone
