Why not join a tech company where your skill set is more valued and you’re paid on par with other developers?
Jumping for ~$20k might feel the right decision in the short term but might extend your timeline of your dream exit.
Just comparing the BAH offer to your current D position, go for it. Nothing at all wrong with BAH and its brand in the fed space is just as good as, if not better than, D's. Follow the money!
ETA: $100k is a good number for SC, that's pretty close to the top of the band.

Are they going to sponsor you for a TS? How far off from promotion to associate do they see you? Do you like the people? My BAH network seems pretty happy with how uncle Booz has handled Covid with its employees and it’s not a bad name to add to your resume in DC. Would I pick BAH over D if I was coming from a no-name firm? Meh, problem not. But I’d entertain the raise if I already spent time at D. (Former BAH here.)
I assume they’d sponsor it if they were putting me in a role that requires it. And there were no mentions of how far off from promotion to associate... I also tried to get Deloitte to match but they didn’t entertain it
