Has anyone been able to navigate the open office dilemma of giving feedback that people are disruptive, without being looked at as an asshole or stick in the mud?

I just left a very toxic work place.
The crazy thing is they were just named the best local municipality to work for. It's upsetting. They advertise a "culture" but don'tapply it. It felt like a used car sales pitch, I was sold a dream but given junk. I am constantly replaying moments. I have read so many books and everything leads to they were the problem. How do I recover from this?
