I haven't ever done it before but I have a friend that did. At the end of the day the worst they can say is no. I say ask for what you think you deserve and see what they say.

Very rarely does anyone feel their severance package after being laid off is enough. Unfortunately the only time I’ve ever seen it negotiable is if you’re asked to stay as part of a transition or to train others. Unless you have any bargaining power normally it’s an equation that is set by HR and is what it is.

A negotiation presumes that both parties have leverage, what leverage could you bring to the bargaining table? It's not like you can refuse to be fired.
FWIW, I am in my last two weeks of employment at IBM post RIF, and I'd love nothing more than to be able to walk away with more severance. Having strong negotiation skills is quite literally in my job description, and I am struggling to see how to get any more than what was offered. Do know that severance is optional and not at all protected or required by law.
Professionally and respectfully ask for more if you feel so strongly, but I would suggest that you don't come in with an attitude.
I've always been puzzled about how one would approach that. If you're leaving it's not like you've got a lot of bargaining power. I'm assuming if I tried something like that the people I work for would just give me blank stares.
I am not leaving by choice. The department is being reorganized and there are no local opportunities for or at my level locally. Also because of earlier mass layoffs the virtual pool is saturated and/or for those impacted who previously held those roles.
Wasn’t that what the salary and bonuses along the way were for?
