Lol Wut. Who in their right mind is requesting people on site that’s gross negligence not only for employees but for an entire country trying to get over the pandemic that’s at its worst point to date.
It depends on what you specifically do. My work now and when I was a consultant requres that I am on site in the operation on a regular basis.
You absolutely should be able to decline but if the client is asking for on-site then you may be asked to roll off.

I think now, yes - post reasonable vaccine availability, no.
