I'm assuming you're talking about Booz Allen Hamilton, not Booz and Co/Strategy&. This is not surprising at all for BAH. Think of it like a temp agent, not a management consulting firm.
Try to recruit your friend to Deloitte. Everyone I know who worked there eventually left because s/he did not like it

Yeah campus hire signed an offer letter...clearance fell through but I'm worried if they think because they didn't get staffed that they went through drastic measures to find part time jobs lol I pray for him
Are you sure what s/he signed wasn't a letter of commitment as opposed to an employment contract?
