What do you mean by not a good time? These are exchanged and settled at end of same day.
I don't understand what that has to do with anything if you're rebalancing. You are already invested in target funds that are at the all time high, and it's going to be exchanged at the same time.
Thinking of doing the same but the S&P 500 index is also at a all time high!
The market is at ATH for >50% of the time, relatively speaking. Time in the market > timing the market.

The only way the market valuation matters is if you’re proposing to alter your asset allocation to more equities or different sectors than the target date funds have. If you believe in the new allocation you should do it immediately. If you are keeping the allocation similar and just breaking into similar component funds for convenience, there is no impact and you should do it immediately. If you’re questioning your new allocation, then take some time and decide it is really right for you.
