I am not an attorney and cannot give legal advice (my disclaimer), but I do look at the situation from a compliance/policy/process lens and urge to consult legal always. Do Leidos, SAIC, and other mostly-fed consulting businesses pay bonuses to all levels? If so, what does a typical bonus target look like? Booz Allen does not pay bonuses until you get to the Senior Associate level (1 step below Director) and I think that impacts employee performance and work ethic pretty dramatically. I’m wondering if not paying bonuses is common to federal contracting because of how the contracts or priced, or if this is something unique to Booz Allen.

Been asked by a client to apply for a GS14 term position but I have a few questions/concerns.
1. Current salary is 140K with ~10K variable comp. If I wanted to at least match, it would require me to be in Step 5/6— is that possible/likely or would I have to start at Step 1?
2. How often have you seen term positions converted to permanent? I’m considering turning this offer down due to this.
