OP, You sound great and well qualified for what you seek. I’m the co-author with FDA on the first Guidance for Industry Documents on Clinical Trials, following the major informed consent litigation and coordinating with the then-upcoming launch of clinicaltrials.gov. From my experience on those projects and with my clients and corporate VP students, I’d suggest using the following strategy, if you have not already.
Check the Clinicaltrials.gov site for what trials are starting, about to be launched, or ongoing. Narrow your search by location of study HQ and major study locales. The narrow it by subject matter to first focus on your top interests. From your research, take the names of the companies/ institutes/ organizations that are conducting these studies and Google them. Check their home website for career openings as well as how to write to someone in a position of power likely to be interested by your resume and interest. Even if that company has no openings at present, you may reach someone who knows someone … or another company … seeking someone with your skill set.
Do also use your Google search to check on the reputations of any potential employer.
Also, take your research and ingenuity back to the GlassDoor search engine to seek positions, check employer reputations and employee reviews, and employer interview questions (as provided by other applicants). Of course, save your finalized search parameters and ensure that you get notifications of openings in a form you’d be most likely to check.
As you search the employers on Google and GlassDoor, look at other positions open in the company. Use this information to broaden, tailor, or adjust your searches.
For positions with CDC and NIH, I recommend using SimplyHired for prompt notification of job postings and the ability to favorite more than 10 companies or positions.
While the government positions while specify WFH availability and travel requirements, be open-minded in approaching those companies/ orgs where you’d really like to work. WFH and virtual meetings are the norm for many start-ups, particularly those out of Boston.
This is my off-the-cuff advice for your search and I hope you’ll forgive me if it is all “duh” for you. Here in Atlanta, CDC and Emory are always hiring (it seems) in your field. With CDC positions, trying using the search term “policy” and look at the policy advisor positions. You may find your niche in a lateral — always upward! — jump to coordinating, reporting, or advising VIPs or affiliated agencies or orgs or Congress — data from trials.
For example, the Chickasaw Nation has ongoing data gathering and reporting positions in certain joint projects with CDC as does Oak Ridge. Policy advisor positions in the agencies have many different titles and the position covers an enormous range of roles and locations. So, search with just the term “policy,” and gather titles to use for a deeper dive.

If you are excelling in the PC role your track should be PM. Are there existing projects where you can support the PM more directly as a JR PM? Increase responsibility so that your development and experience will be highlighted? For example, leading some meetings and presenting?
