As a hiring manager I would appreciate it.
It’s usually inconsequential, but no one will hold it against you for sending a follow-up email (unless you say something really stupid in it), and there are some people who might expect it / hold it against you if you don’t send a follow-up. So I’d say it’s a good idea - 10 minutes of your time to remind someone of your conversation and assuage the risk that someone expects you to send one.

Follow-ups are definitely important but this q was geared towards pre-interview
Following. I do this and get warmer responses from the hiring managers. Recruiters will never reach out or update you.

If you’re an internal hire, I’d expect a conversation that isn’t me reading your resume in a stack.
Also, almost every place I’ve worked has had HR governed rules around internal candidates [managers needing to know, time requirements in current position, etc]
