Empathize - communicate clearly and offer them help to land another role through referrals
Maybe don't do referrals, but resume reviews and interview tips could be helpful, and not put your name on the line.
The big thing is not to make it about you and don’t make them make you feel better about it.
Don’t bring up things they can debate or push back on.
Yeah I wasn’t planning on making it about me. And the second thing you said is useful, I wanna bring receipts but I have nothing to prove. The decision has been made and I have enough references in my head to answer any questions.

HBR has good articles on delivering bad news, and at least a few articles on letting someone go. I think you can read ~3 articles for free each month, but honestly the $12/month subscription is worth it to help develop your soft skills.
A lot of it people have already touched on it, but the news shouldn't be a surprise to them (i.e. the person has already received feedback), and you need to be direct in delivering the news, with minimal room for pushback. People can vent, but there shouldn't be room for debate. Transition to clear, next steps and transitioning once you deliver the news. And remember to be firm but human. This is difficult, but remember you want to express empathy and not sympathy, compassion and not sorrow. The line between these are really soft and vague so I would recommend going over what you plan on saying, practicing, and getting feedback from your peers or seniors if possible.
Regardless of how it goes, you're already multiple steps ahead in thinking through this. Read literature online, prepare, and practice.

Lots of good advice. Make sure you can answer or JR can answer all the tactical issues as well. Severance, and signing bonus, PTO, Benefits and the like.
These are hard conversations. Please practice. Don't fill awkward silence by talking. Obviously stay on track. Make sure you know and articulate what good traits he has. Don't drag it out.
If you're human these will always be hard. Believe me, they are harder when it isn't the individual's fault.

What is the PIP period? If there is a 60 day period, and half has elapsed, just wait out the next 30 days and deliver the bad news afterwards.
Btw, I think it is unethical to have already decided to fire someone despite allegedly giving them an opportunity to improve. I'm not defending his performance, but fake PIPS are BS. A more formal "your employment will last another 60 days and here's a placement service link" would be more straightforward for all involved. This is similar to how people in consulting can be counseled out or offered the opportunity to go on search.

I’m his manager. I need to do it. And honestly, I want to do it so I can grow and learn. But I’m just not mentally prepared
