Balancing act between mental and monetary compensation.

For sure, definitely tough to find the right balance
You have to find the root cause of what’s making you unhappy. Is it the job (generally), location, compensation, benefits, co-workers, projects, working hours, leadership, direction or support? My rule of thumb is >2 of the aforementioned then you should consider leaving. Also consider your “weight” or value. If you have the education and/or experience to leave, then do so. If you don’t, it might be worth staying until you have enough education or experience to leave.
My feeling is that once you've waited a significant # of years for Corporate to take ownership of the problems they created in the first place and still see no change, it's time to protect one's mental health as primary.
If you are getting lots of recruiters reaching out but no major salary bump it means your under appreciated, then it’s time to see what’s out there
