My Approach:
Phase 1: Show him why you think he's not contributing. Suggest way forward and mutually align on reasonable tangible goals. Help him improve. Be positive and supportive.
Phase 2: Express disappointment at him for lack of change. Promise action if no improvement in x time. Document proof of incompetency.
Phase 3: Release from project/firm. Maybe he's not the right fit for the team/firm. Both parties will be happier if they just move on.
Usually people get corrected at phase 2 itself and rarely escalates to phase 3.
I beat them
Nothing changes for people like these inspite of numerous warnings..and that's mainly because they have good setting with the top management.
Pro
If you're the CO, fire him. Else, ensure that his lack of contribution doesn't go unnoticed.
