Fidelity Investments I joined FIL on 08th August 2022 and hence was eligible for appraisal but even after a good feedback, I was told that there is no increment in salary as well as bonus because of "Too Soon To Decide" rating. And this is being followed not just in our team but in whole FIL. This is the first time I am hearing such kind of thing and didn't found any thing like this on "HR Hub". After Appraisal, company haven't shared updated offer letter (with new salary), it's been 2+ months now.
If I start searching for new job, will that HR ask about recent offer letter? Or only salary slips are enough?

Depends on a number of factors, but the biggest one is the centralization of decision making.
Don’t overthink it. Not everyone you interact with as a candidate has the power to make a decision. Nor will you gain access by requesting to speak with that person.
Be patient and let them follow their process. The Talent Acquisition team has an interest in pushing it across the finish line quickly. Time-to-Hire is a core KPI for them.
