If it was me, I'd use current pre-tax salary to ballpark my hourly (e.g. $125,000 salary works out to roughly $60/hour) and give that. I'd shy away from going the monthly retainer route. It makes sense for agencies to offer, but as a freelancer, there's a non-zero chance it'll result in you getting taken advantage of.
If you're freelancing for a living, this is terrible advice. Your pre-tax salary does not tell the full story. Your fee should take into account your overhead (technology, internet, office supplies) and well as traditional employer benefits like health insurance, 401k match, etc. When you are your own employer, you're the one paying for these.
Heck, this is terrible advice even if you're freelancing on the side. Your time is literally worth more than your hourly rate. That's why many companies are eager to tell you your total compensation package.
