How much should you make to afford a decent home in SoCal? San Diego?

That is so incredibly variable.

San Diego is pricey! In September 2022, the average single-family home there cost $915,000. The price of condos and townhomes (which are cheaper) is about $600,000. A 30-year mortgage on a condo at $600k, at 6.13% interest rate, is $3647/month (plus monthly condo fees). The recommended budget for mortgages is 28% of your gross income, so if we ignore condo fees, you could afford a $600k condo if you made $13,107/month ($157,285/year). (Add 50% to that that if you want the average $900k house.)

Depends what your idea of decent is and where in San Diego. Chula Vista is a lot different than PB. 2300ft new construction vs 1200ft townhome.

It depends on where you want to live, how large the home is ect. I can help if you need assistance figuring out your budget and what part of San Diego fits your needs.

Looking to put 10k into ibonds (maybe another 10k next year but not sure yet). Is treasury site easy enough to use? I initially stayed away because I heard it's awful but if set up is doable then I'll reconsider.

Also, should you have a separate emergency fund until you can withdraw your ibonds? Can't withdraw if you have an emergency in the next 12 months.
