How should a M/SM make the case to a Partner that a given in-flight project is understaffed in light of the scope and timeline without simply getting dismissed as lazy or ineffective?

Current approach of breaking down a multi-month project into x hours per task is cumbersome and error prone.

Assume I am at a boutique where expectations and paychecks are not aligned with just working 80 h/wk like at MBB, tier 2 or even big 4, but many employees here are from bigger firms.
