Promote them to GCD? Jokes aside, I would begin documenting things, and then have a 1:1 conversation with them…”For this to work, we need to be a team. I need …”.
Maybe it’s even “IF this is going to work, you’re going to need to…”. I would tell my boss about the conversation, and as a backup plan, consider me open to other partners in case it doesn’t work out.
I would start this now. You’ll feel much better because you’re taking your own career in your own hands.
Yup, dealt with this too. An unqualified nepo hire compensated for his lack of experience with derogatory hubris. I tried to tell managers and HR how unfair and hindering this was, but he already won them all over with his charisma. If you think there’s a chance of solving the problem, take note of the time, date, and people present for any “incidents” to present to HR. Otherwise, my leaving that job was one of the best decisions I ever made. The backswing of it right after was having success in my personal webcomics seeing press, freelance journalism getting published by notable news outlets, basically the thrill and pride of taking my power back and prioritizing it. I didn’t even have a job lined up but yeah, would probably be more cautious about a leap of faith like that the older I get.
In my 20 years, insecurity is IMO the #1 driver of people’s worst behaviors in creative/professional settings. You’ll either painfully forget a partnership or you’ll move on. I wish I had better insights.

Make sure to document the things he’s doing. Send an email to HR. At least when you leave they’ll know why, and meanwhile there is a chance they’ll talk to him - or even better fire him before you and other people leave cause of him
Yeah, leave HR out of it. They’re only there to protect the company. Document everything, and escalate to your boss if you need to.

Call him out during a 1-on-1 discussion. Discuss a change of behavior. And then if he/she doesn’t change, leave them.

Easy. I’ve been there. You go to your boss whoever that is and say the partnership isn’t working for you and you know it’s gonna take some time but you need a new partner. Don’t throw a fit about it. Be polite and calm about it.
Keep your fiends close, your enemies closer.
Be friend them. Encourage their bad behaviours in private. Side with them in private.
Then document all of this behaviour. Get others to report incidents. Be sure to get them into large fights over email with high ups CC’d.
They’ll be fired in no time.
