Most likely the answer is no, but really depends on the federal agency and the sensitivity of what you’re working on. BUT you probably do have to report the foreign travel anyways.
Would check with your engagement team and government contacts ASAP. The rule of thumb is that foreign travel needs to be reported 30 days prior to the trip.

You should not bring federal project files overseas and work on unapproved and unprotected computer and comm devices. Definitely check with your IT and legal teams.
