What's the scene with getting contract converted?

I was a top performer in RA and then I was referred to RP by my manager based on my performance.

Now I've had a manager change in last month.
He doesn't know much, and hasn't taken my feedback from previous managers.

I've less than 1 month remaining in my contract... I am really worried, he keeps delaying it.

Considering a career change but not sure which direction I’d like to go. Roughly 17 years in the financial industry - 8 in customer and employee support positions, some QA Testing, and 7 in Business Continuity/Risk Management. Normal situation? I am a second year associate that lateraled to a hyper-specialized practice group a year ago. Since joining, I have only worked with one partner. The issue is my workload. Usually at least once a day I am stuck with no billable work, most often because I have just submitted something to the partner and she is reviewing. I am not on track to hit our hours target. The partner has not given any real negative feedback, just have anxieties about workload. Any advice?
