You can say it’s not what you expected since you were told you would be promoted but start applying to other jobs they’ve already shown you can’t trust them.

Make a plan for a promotion with your manger next cycle. Documents as much as possible. The clearest thing to do is create a checklist with your manager for things you need to achieve to get to the next level. Check in with him on at least a monthly basis about how much of that you have achieved.
Also discuss well in advance what the typical pay increase would look like.
Advance planning is key - by the time merit increases are announced the budget is set and there likely won’t be any changes. Also creating objective criteria, and documenting your progress towards that criteria, is crucial for a promotion. Verbal promises or encouragement mean nothing.
Additionally, keep looking for another job and when you get a better offer, take it.

I would look for a new job. Most companies now want you to keep your promises and they desire your loyalty, but they do not reciprocate with either.
If you want to stay get a real offer from another company and then take it to your boss. They will either match it or they won’t. Either way you get the raise.
This is a hard lesson that a lot of people learn the hard way. We are in good company of people. Keep this adage in mind if its not in writing it didn't happen. Document everything you do every meeting, conversation, emails, meeting transcripts etc. if someone recorded a meeting in teams or zoom you might be able to get the transcripts. Have all this documentation not at work One Note is good to do organization in and allow access to others. Just make sure everything your are sharing is not classified as company/trade secrets. Keep in mind the company IT department can deiced at any time what is allowed on the company computers and for how long. My last IT department decided that all emails past 30 days would be deleted and the reason wasn't storage it was so that past documentation could not be used against the company. I would have that very clearly defined by the company lawyers and have it in writing. Also, you are the only one that is responsible for your own success. Lets look at the options, We can let it sit and fester like cancer which will not do you any good. Active approach and have that the hard conversation with the boss of your disappointment; documentation of everything i have done; lets lay out a plan of promotion; etc.. Get that resume up to date and start looking at this point you should have all your documentation together so it can be shown off to the next employer. Side Hustle. Always be prepared to walk there is nothing more important then your mental and physical health. That will be when you find out who are your true friends and family. I think that is a good start on options for this situation. I have been at the same spot you are. Good luck and we are all rooting for you.

I see your point and it is valid as well. Yes there is lots of job movement, struggling in many ways finding new, keeping the employment and such. The op was promised something without follow thru on both ends.
It sounds like they don’t want to let you go or promote you so they tell you what the need to in order to keep you. Keep your head down and grind! Start a side business if some sort. Start applying to other jobs and when you get another offer (bc you will) remember this experience and go for it!
Never fully trust promises in uncertain situations. Always secure a backup job first, then communicate your decision.
