This is a common issue. They want the results without the work. I tried to call it out as soon as I see it but a lot of managers aren't receptive.
I always pass it back to the manager and remind them that I am here for the broader support and advising, but the message needs to come from the manager to be most effective and appropriate. The maximum I will offer is to sit in the call but I will not lead it.
You don't need to escalate anything. Just tell them flat out that this is not your job or your responsibility to handle. They'll either put on their big boy/girl pants and deal with it themselves, as they should, or it won't get done. If you don't push back, they're just going to keep doing it.
