It sounds like you need to familiarize yourself with their job and find out, first of all, what they do and what they're expected to produce. Without knowing that you can't really manage the situation. Once you have a good handle on what's expected of them, you can assess whether they're meeting the benchmarks.
I'm newer to managing this person but have decent visibility into their work. But maybe I'm just not as familiar with what goes in to making the sausage.
For the record, I don't think they're stealing time. But maybe need some coaching on ways to work more efficiently. Or maybe I just don't fully understand everything they have on their plate.
I have regular 1:1s with them. The problem is they get rave reviews from people they work with and other leaders so a PIP would ring hollow.
Maybe I just don't fully understand what is going on because I'm not seeing the effort that is bringing about the rave reviews from my side of things.
Perhaps have them provide you with a list of tasks they are working on and how long each one is taking. Do a time audit, of sorts. It's possible they don't realize that they are taking way longer to perform a certain task than is actually necessary, or they could optimize their efforts and energy better. It could be an opportunity for training and learning.
I mean I hate to have someone that is already "drowning" put together a whole list. I have a decent idea of what is on their plate but I guess I'm just struggling to understand what is taking so long.
I'm not saying this is the case, but I have ADHD, and what you are describing is how I would have described my work style before I got help. I constantly felt stressed and like I had a bunch on the go without ever getting much done. It had a lot to do with executive dysfunction which might be worth reading about if you think that could be relevant to your employee.
That could be the case, but I can't ask. That has HR written all over it.
It sounds like they’re getting great reviews from peers and seem to be producing. Are they just not working how YOU think they should be working? Sounds like your 1:1s with them should be more structured.
Let me guess, gen z who did their early career in Covid? Not their fault but it’s common challenge.

I so deeply relate to this. I had a managee who was the exact same. Something I found helpful was to set time limits for each task - so, we’d work together to determine how long a task should take and have her work towards meeting that. Ultimately, this allowed her to see how quickly she should be working and get more realistic about timelines
