If it’s a time and materials contract they were likely committing fraud.
Definitely illegal. But unfortunately not uncommon in large agencies where Acct teams are so young and inexperienced they have no understanding that they are committing fraud.

I did a good job.
The agency is going down.
They ask me to do something unethical, potentially illegal.
Situation turns dire making me want to leave (and stressed me out beyond belief).

This is absolutely unethical, and from my POV you did more than most by leaving. Did you mention it in your exit interview? It seems like that would be the best place to bring this up. Not sure if your current agency would care or understand why you’re sharing the information. If I had a new hire bring this up my only thought would be, ok, this person knows the rules.
What would you be trying to accomplish by taking it further than you have? I think answering that question will determine the audience you should speak with.
The agency should have had you post hours and written them off or absorbed them. This is totally illegal. If you want to log a complaint most companies have an ethics hotline or website where you can log complaints
That’s an illegal SOX (Sarbanes-Oxley) violation. (We have to take SOX compliance training every year) But yes it’s also typical agency behavior 🤷🏼♂️
Chicanery between agency and client in relation to their contract? I can now say I've seen everything.
You want to flag that you won’t bill hours you didn’t work? Or that it turned toxic? Were you fired?
More as in do I report this to an authority? Or is this standard across agencies(as per your comment “continue” not to do it) and not a thing one should flag unless I am angling for a career change.?
