Looks like SA2 is quoting the time you have to stay at a company to not have to pay the signing bonus back. I don’t think any company would have a limit on how long they have to pursue the clawback. Likely state law like the other guy said.
Wish for the best that they don't care but expect the worse if they do. If you didn't burn the bridge do ask them if you can be forgiven.

What does your offer letter say? They may have deducted it from your vacation or other such payout. Look at the details

Of course they can.
They shouldn’t, for a variety of reasons, but they have every legal right to. You know you owe it and you haven’t paid it.
This IOU could potentially come up in a background check that looks to see that you’re a financially responsible person (e.g. Some banks/fin services do look at this upon hire) and may flag that you owe.
On the other hand, I’ve see employees leave a company, HR asking the pay back and employees ignoring the request, and then HR deciding to just shrug it off as it’s not worth the trouble to get the 8k back.

There’s literally zero trouble involved. HR just clicks the button to send the whole thing to collections and forgets about it.
