Hiring in general is very slow, especially for “overhead cost” functions like HR…and especially recruitment because hiring is very slow. You just need to be patient.
It's not an easy HR job market right now, but the US can be even more difficult to break into than other countries. The employment legislation is a beast, with the federal stuff and then all the local state legislations, the constant changes and challenges and reforms... Cali has some elaborate legislation!
The PHP should help, as will any US employment law courses. You'll need to show that you have a good grasp of the local stuff, because the transferable skills alone won't be enough to be successful, I'm afraid.
Companies are slow to hire since Q4-2023. They have streamlined and restructured, which always hits HR first, so they can show earnings to their shareholders. It’s also an election year, interest rates are high and some industries are being impacted by AI. Next time you consider making a big move like that, do a PESTLE analysis to determine if your decision is a good one!
When I moved from Europe to Canada I didn't do a PESTLE analysis...
The analysis was more like this:
"Where does my partner live? Canada. Should they learn my (difficult to learn) language, give up their established career, and sell their house to move to my country? Or should I move to Canada since I live at home, can easily transfer to a Canadian uni, and am bilingual?"

Moving to LA without a job in this economy was an interesting choice. Have you not been watching the HR job market the past two years? Lol.
Oftentimes employers won’t look at a candidate until they’re in the country. OP just moved to the US so waiting to move until they had secured a job was unlikely to happen unfortunately
It's hard out here for everyone. Many have 5-10 + years experience with Master degrees and a form of certification and still looking for months on months end.
