I get your concern about it being overkill. But in this case, if the job posting included the HR person's email, it might not be a problem. I mean, if they posted the email address I assume that's for a reason, so people can contact them.

Sounds like overkill to me. I wouldn't send an email to the contact right after applying because it just looks like you’re really desperate for the job. I'd just let your resume speak for itself. I have a friend who is always listed as the contact on job postings. He always says he doesn't like it when people contact him because 90% of the time, he has no say in the hiring process.

Maybe I’m in the wrong but if I’m trying to hire someone and they are showing constant interest with appropriate follow ups, that’s a big green flag for someone that’s going to give it their best. Will keep you in their sights for the current and future opportunities
I don't think there is any reason for you not to send your resume to the email addresss. If it was listed then I assume they expect people to send their resumes via emails.
