I teach HS Eng/ESL, 9-12, 26 years worth! Retiring out this year; too many issues to deal with.
I taught phonics as a warm up for the whole class, some of which didn't need it, but participated anyway. The issue I had was that the kids needed a lot more than 10 minutes. I spoke with my principal and the curriculum and ESL directors, and told them what I needed to help my kids. Of course, I got a HUGE No. I took data and several pieces of the student' work with me the next time; still NO. Last straw, I invited each one to audit several different classes during the course of a week. The next meeting went differently, though still not as well as I wanted. I did finally get the OK to teach phonics for half of the class period, (45m) which was great, and helped my kids a lot; however, it was too little too late for most of them for the school year. Because the scores were so low, Admin. almost jerked the program, but it was saved by the ESL & Bil coordinators because the data, the kid's work, was definitely going up!
All I can tell you is to fight for them, your students, and yourself, because you know what they need. Then keep fighting because those kids need you. Work it in a piece at a time until the Admin has to help and the students are getting what they need, even if it's only for a few minutes at a time. You know the way, lead them.
Sound Sensible is by far the best invention to address the Phonemic problem. I've been successful with it. SPIRE is also a get Intervention to get Students Reading
