Sorry but if there’s big layoffs it kind of means more people are covering for the work of those that were let go. It’s not a huge surprise to ask for more, esp if you’re taking on more work and responsibilities.
Depends on the team culture that existed prior to layoffs, the timeline horizon for the promotion/raise, and the amount of work they have taken on since the layoffs started.
It doesn’t help when these companies post their quarterly “beat expectations” and when it is easy to see that top leadership is making millions in cash, stocks and door prizes.
Inflation is still high and student loans are going to be coming due. And priced out of the housing market.
And now the media is saying we beat the recession… when there are mass layoffs but beats earnings. Ugh.
Tone deaf? Maybe… but probably more illiterate on where to read the room and the news.

Yes you both made good points - his dept has yet to be affected but he suspects it will in the next round. That is why he is frustrated he doesn't understand why people would think a couple weeks after a layoff was the time to ask for more money.

I get it we are lucky in the fact we both make a good income, have multiple streams of income and have low expenses. I still fear being laid off, despite being up for a promo and reading some posts of how hard it is to get a job is nerve wracking.
Depends on context - if there have been layoffs, are these people now doing their jobs + those of others to fill in the gaps? Are these good workers who will continue to provide long term value to the company? Are they people who will continue to grow and improve? How companies treat people in difficult times like these will have deep, lasting effects both positive and negative. Take care of the good folks now and it will go far. Even just simply recognizing the realities “i know you’re doing XYZ extra things and are a high performer, my hands are tied now but when i can, i will take care of you.” However, If these people are just trying to work the system bc they know the company is in a bind, then kick rocks.
