You should say something, and indeed this is valid grounds for leaving. Doing so is not poor form.
Imagine if this were the other way around, and you promised a 40-hour work week but elected to only show up for 35 hours per week without notice or explanation. I don’t see why they can just reduce your pay by that amount despite what you were promised.
Totally that is misleading
Two things to be clear
1) Was it a range or a flat number? Almost no employer uses a single solid number for a job, and if they do they usually say something like midpoint or around to provide themselves flexibility in pay.
2) Are you already an employee of this company who is compensated lower? HR will occasionally have rules about how much of a raise can be given during a promotion. I,e. If you were making 73k and they have a 20% limit they might land you at 88k
All that said if they did give a hard number and came in lower you have to respectfully ask why the offer is lower than their own posted compensation for that role.
Yeah.. I’d call that out right away:
1. How was 88 determined for the offer and is this negotiable?
2. Can you help me understand how you arrived at this number? Education, experience, or other factors?
3. This is lower than competitive roles in interviewing for, most roles are at 100k or more
4. I would need to be closer to 95k for this to make sense - how close can you get to that?
You better negotiate with them!! I tell everyone I talk to, to ask. Worst thing they say is no. Also the fact that it had no context is wild - use robert half or pay scale and come armed with pay data to support your case.

Did you talk about salary expectation during interview process? If you’ve told them you expect 95k and they send you an 88k offer, then I’d ask them to explain their low offer and start looking elsewhere.
