Your company should have guidelines on how they pay out. I think mine uses some fractional computation.
But in general, when we say 15 PTO days, we mean 3 weeks of vacation.
When you put in for your time off, you only apply it to working days.
Work days. Unless you work weekends on some kind of rotational schedule, it's five days per week of pay.
But careful if you have a cap on what you can bank.
It’s 3 weeks but just double check that they will pay out for unused PTO days. Some firms will not - e.g. BuzzFeed didn’t when they did layoffs. It’s only required in some states.

Look back at your hiring documents and check any internal documents, wherever those are located.
You can ask HR directly what PTO policy is, including accrual, payout, etc. Might raise some flags, but nothing they can do about it. Obviously just don't answer any questions about quitting if that some how came up (it shouldn't).

It’s 3 weeks (technically 2 weeks plus 4 out of 5 days). I recently got my PTO payout for 80 hours (10 days). The payout was for 2 weeks of normal pay.
Also it’s taxed as supplemental pay, you get a higher withholding. So actual amount you receive might be less than what you usually see for 3 weeks of regular pay
