You're absolutely right that companies should bring up salary early on, just to avoid wasting time talking to someone who will never accept what they're offering. But hiring managers often think they can avoid that and just get people to play along. On the other side, if the potential employer is being coy about the salary, the job candidate should bring it up. If what's being offered is unacceptable, it's better to know that right away so you can move on.

Completely agree. I make a point to bring up salary during the first interview or recruiter call. I don't get why companies treat salary ranges like some top-level government secret. I don't want to waste my time, and I don't want to waste theirs. Tell me this information from the start so I know whether or not I should continue with the interview process.
