I know what would get me is a "Purge Day" where we could say whatever we want to leadership and managers without any repercussions or HR reports. Maybe once a month? Then they day after we all just go back to normal like nothing happened. I feel like it would create a healthy work environment if everyone just got to say what's on their mind.

I would offer a 4 day work week or a flexible schedule. I think that would be an attractive perk to offer since not all companies are that flexible.
Just throwing this out there, but it would be great if we got some kind of food stipend. With the way that groceries are going up, I would work anywhere that gave me like $300 for groceries every month.

I'd pair fully remote with paid workcations, in addition to a standard vacation policy. Allow them to live the digital nomad lifestyle on the company dime - work remotely from anywhere in the world during the day/week, explore it by night/weekend. Could even shorten the work day during these stints to make it that much more attractive.

It depends on what type of talent you are trying to attract. I know there isn't much emphasis on career development without having to stay at the company for X amount of years if paid for any degree. I would maybe offer that without any restrictions.
